What This Move Means for You

Modest cost-of-living shift

Overall costs in Maryland are about 14% lower than in California — enough to notice on housing, but not a dramatic change.

Lower income tax

Maryland's top income tax rate (~6.5%) is lower than California's (~13.3%), leaving a little more in each paycheck.

Wetter climate

Maryland gets about 21" more precipitation a year than California. Waterproof gear and covered parking are worth having on arrival.

Before You Leave California

Report the address change to DMV within 10 days

The 10-day deadline applies whether or not the car moves with you. It covers your license, vehicle, and vessel records. If a registration renewal notice reaches you after the move, do not ignore it. On the back of the stub, write the date the vehicle left the state and the state where it is now registered. Mail it in to close the record.

Your last return is Form 540NR, not Form 540

A part-year resident was a resident for part of the year and a nonresident for the rest. For the year of the move, you file Form 540NR. The filing thresholds use the same gross income and adjusted gross income tables as for full-year residents. You may still have to file even below them.

Declaring residency somewhere else does not end it here

Residency depends on where your closest connections are. The Franchise Tax Board looks at where your family lives, where you keep bank accounts, where your doctors and attorneys are, where you own real property, and how permanent your work here was. In its own example, a taxpayer declared residency in another state and moved the bank accounts. That taxpayer was still a resident, because the home, the social ties, and most of the year stayed here. A separate safe harbor covers people who leave under an employment contract. It requires an uninterrupted absence of at least 546 days. It does not apply if intangible income tops $200,000 in a covered year, or if the main purpose of leaving was to avoid the tax.

Tell the county assessor to end the homeowners exemption

The exemption stays on the roll until someone removes it, and the claimant must report that they no longer qualify. December 10 is the last day to end it without a penalty. Even if you move early in the year, send the notice before that date.

After You Arrive in Maryland

Get a Maryland driver license within 60 days

Exchange your out-of-state license within 60 days of moving here. A commercial license must transfer within 30 days. You can exchange a valid license, or one that expired in the last 12 months. If it expired more than 12 months ago, you must pass the knowledge, skills, and vision tests. You surrender your old license at the appointment.

Bring original documents to a New to Maryland appointment

Bring proof of age and identity, proof of your Social Security number, and two documents with your Maryland address. MVA does not accept copies or scans. You must also pass a vision screening done in the previous 24 months.

Pass a safety inspection before you title the vehicle

Most vehicles must pass a Maryland safety inspection before MVA will title and register them. Go to a station licensed by the Maryland State Police. The station sets the fee. The certificate is valid for 90 days. If you cannot drive legally to the station, you may qualify for a 30-day temporary registration.

Title and register within 60 days to keep the tax credit

Title and register the vehicle within 60 days of moving here. If you miss the deadline, you lose the credit for titling tax you paid in another state. Maryland charges a 6.5% excise tax. Inside the 60 days, a vehicle 6 model years old or newer pays $100 if your old state taxed it at 6.5% or more. If your old rate was lower, you pay the difference in rates on the retail value. A vehicle 7 model years or older pays $41.60.

Watch for a VEIP emissions notice

Emissions testing is separate from the safety inspection. Vehicles registered in these places need VEIP tests: Anne Arundel, Baltimore City, Baltimore, Calvert, Carroll, Cecil, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, Queen Anne's, and Washington. MVA sends your first notice about three months after you register. After that, most vehicles test every two years.

Carry at least 30/60/15 liability insurance

Use an insurance company approved to do business in Maryland. The minimum is $30,000 for injury to one person, $60,000 per accident, and $15,000 for property damage. Keep the insurance active for as long as the vehicle is registered, even if you do not drive it.
