What This Move Means for You

Lower cost of living

Lower income tax

Missouri's top income tax rate (~4.7%) is lower than California's (~13.3%), leaving a little more in each paycheck.

Wetter climate

Missouri gets about 20" more precipitation a year than California. Waterproof gear and covered parking are worth having on arrival.

Before You Leave California

Report the address change to DMV within 10 days

The 10-day deadline applies whether or not the car moves with you. It covers your license, vehicle, and vessel records. If a registration renewal notice reaches you after the move, do not ignore it. On the back of the stub, write the date the vehicle left the state and the state where it is now registered. Mail it in to close the record.

Your last return is Form 540NR, not Form 540

A part-year resident was a resident for part of the year and a nonresident for the rest. For the year of the move, you file Form 540NR. The filing thresholds use the same gross income and adjusted gross income tables as for full-year residents. You may still have to file even below them.

Declaring residency somewhere else does not end it here

Residency depends on where your closest connections are. The Franchise Tax Board looks at where your family lives, where you keep bank accounts, where your doctors and attorneys are, where you own real property, and how permanent your work here was. In its own example, a taxpayer declared residency in another state and moved the bank accounts. That taxpayer was still a resident, because the home, the social ties, and most of the year stayed here. A separate safe harbor covers people who leave under an employment contract. It requires an uninterrupted absence of at least 546 days. It does not apply if intangible income tops $200,000 in a covered year, or if the main purpose of leaving was to avoid the tax.

Tell the county assessor to end the homeowners exemption

The exemption stays on the roll until someone removes it, and the claimant must report that they no longer qualify. December 10 is the last day to end it without a penalty. Even if you move early in the year, send the notice before that date.

After You Arrive in Missouri

Get a Missouri license as soon as you are a resident

Missouri gives no grace period. Apply at any Missouri license office. Surrender a valid license from another state, or one expired 184 days or less, and you skip the written and skills tests. Everyone takes the road sign recognition test and the vision test. A commercial driver license must transfer within 30 days.

Title your car within 30 days

The 30 days start on the date you become a resident. Bring the original out-of-state title, Form 108, proof of insurance, and an ID/OD inspection. To get plates, you also need a Missouri safety inspection unless the vehicle is exempt. The safety inspection counts as the ID/OD inspection. If a lender holds the title, send it Form 5834 to request it. The title fee is $8.50 plus a $9 processing fee. For a passenger vehicle, the plate fee depends on taxable horsepower.

Get a statement of non-assessment from the county assessor

The license office asks for it when you first title the car. It shows that you owe no Missouri personal property tax. Get it from the assessor in your county, or the City of St. Louis. Ask the assessor to add you to the roll for next year. To renew plates later, bring a paid personal property tax receipt or a statement of non-assessment.

Check the safety and emissions inspection rules

To get plates, you need a Missouri safety inspection unless the vehicle is exempt. A vehicle is exempt for the first ten years after its model year if it has less than 150,000 miles. In St. Louis City and in Jefferson, St. Charles, and St. Louis counties, you also need an emissions inspection. Inspections must be no more than 60 days old.

Carry 25/50/25 liability and uninsured motorist coverage

Liability limits must be at least $25,000 per person, $50,000 per accident, and $25,000 for property damage. Uninsured motorist coverage is required at $25,000 per person and $50,000 per accident.
