What This Move Means for You

Lower cost of living

New York is about 33% cheaper than Hawaii overall, so your budget should stretch noticeably further — especially on housing.

Higher property taxes

New York's effective property tax rate (1.3%) is higher than Hawaii's (0.29%). If you plan to buy, weigh the extra annual cost into your budget.

Colder winters ahead

New York averages 32°F cooler than Hawaii. Pack cold-weather clothing and expect higher heating bills through the winter.

Much drier climate

New York is far drier than Hawaii — roughly 23" less precipitation a year. Expect to adjust to lower humidity and drier air.

After You Arrive in New York

Exchange your license within 30 days, in person

Once you become a resident, you have 30 days to exchange your old license for a New York one. Living here for 90 days is presumptive evidence that you are a resident. The exchange happens only at a DMV office, never online. Your old license must have your photo. It must be valid or expired by less than 24 months. It must have been issued at least 6 months before you apply. If the card shows no issue date, bring a certified driving record or a letter from the issuing state. You pass a vision test and surrender the old license. You leave with a temporary paper document, and the card comes by mail.

Register the vehicle within 30 days too

The vehicle has the same 30-day deadline as the license. You can file by mail from outside the state. Send Form MV-82, original proof of ownership, proof of insurance, copies of your identity documents, and proof of sales tax payment. If you bought the vehicle while living in another state, send Form DTF-803 to claim the exemption instead. The registration comes with a 10-day Inspection Extension Sticker. Put it on the windshield when you cross the state line, not before, and mark the date you entered. Allow about 6 weeks for the registration documents and up to 90 days for the title certificate.

Your old auto policy will not work here

The DMV accepts no out-of-state coverage of any kind for a vehicle registered here. A company licensed in this state must reissue the policy before you can register anything. Minimum liability coverage is $10,000 for property damage in a single crash. For one person, it is $25,000 for bodily injury and $50,000 for death. Where two or more people are hurt, it is $50,000 for bodily injury and $100,000 for death. The name on the insurance card must match the name on the registration exactly. Otherwise, the DMV can suspend both your registration and your license.

Inspections are annual, and they include emissions

Every vehicle registered here must pass an inspection at a DMV-licensed station at least every 12 months. The emissions test happens in the same visit as the safety check. Most gasoline vehicles from model year 1996 onward and most diesels from 1997 onward, under 8,501 pounds gross vehicle weight rating, get the OBDII test. It reads the check engine light and the on-board diagnostic results. Older and heavier vehicles get a Low Enhanced inspection instead. You cannot renew a registration unless the DMV has a record of a passing emissions inspection in the last 12 months.

Register for the STAR credit as soon as the home is your primary residence

STAR reduces your school taxes. New homeowners get it as a credit, not as an exemption on the bill. The old exemption is closed to anyone who was not already receiving it in 2015. Register once, and the Tax Department reviews your eligibility every year after that. Basic STAR has no age limit and an income limit of $500,000 for the credit. Enhanced STAR is for owners aged 65 or older. Its income limit is $110,750 for 2026 benefits and $113,550 for 2027. To decide whether a property is your primary residence, the state looks at factors including where you are registered to vote. It also looks at the address on your vehicle registration and government ID.

Voter registration usually rides along with the DMV visit

Many DMV transactions register eligible applicants to vote automatically, unless they opt out. These include applying for a license and changing your address. You can also file the electronic application on its own through a MyDMV account. The DMV does not approve or deny the application. It forwards it to your county or city Board of Elections. Allow up to 6 weeks to hear back.
