What This Move Means for You

No state income tax in Florida

Florida charges no state income tax, versus a top rate around 3.99% in North Carolina. For most movers that means a meaningful bump in take-home pay.

A much warmer climate

Florida averages 12°F warmer than North Carolina. Lighten your wardrobe, plan for air conditioning, and pace outdoor tasks on moving day.

Before You Leave North Carolina

Turn in the plate before you cancel the insurance

Once you have a permanent residence in another state and are licensed there, you must surrender your North Carolina plate and driver license to the DMV. Return plates at any license plate agency, or mail them to NCDMV Vehicle Registration Section, Renewal Title & Plate Unit, 3148 Mail Service Center, Raleigh, NC 27697-3148. Receipts are provided on request, so ask for one. Do not cancel the auto policy first. State law requires continuous coverage on every registered vehicle, and cancelling before the plate is returned brings a fine. The penalty and restoration fee are waived if you do two things. First, send the DMV a copy of your new registration showing the car was registered in the new state within 30 days of the policy ending. Second, return the plate, or file form MVR-18A if it was lost, stolen, or destroyed.

Claim back the unused vehicle property tax

You pay vehicle property tax a year at a time with the registration. Leaving partway through usually means you have paid for months you will not use. You can apply to the county tax collector for a refund. You qualify if you move away, register the vehicle in another jurisdiction, and surrender the North Carolina plates. The refund covers the full calendar months left in the vehicle's tax year after the surrender date. Apply within one year of surrendering the plates, and include the DMV receipt accepting them.

File Form D-400 with Schedule PN for the year you move

If you move out and become a resident of another state during the year, you are a part-year resident. You must file Form D-400 if both of these apply. You received income while living here. Your total gross income exceeds the amount in the filing requirements chart for your filing status. Attach Schedule PN, the part-year and nonresident schedule. It works out what percentage of your income from all sources is subject to North Carolina tax. The state rate is a flat 3.99 percent for tax years after 2025.

Keeping the house as a rental keeps you filing

Your filing obligation continues if income keeps coming from North Carolina. A nonresident must file Form D-400 in any year their gross income from all sources meets the threshold in the filing requirements chart. This applies to income from real or tangible property here, or from a business, trade, profession, or occupation carried on here. Rent from a house you kept counts. Plan on a nonresident return for each year you rent it out.

After You Arrive in Florida

Get a Florida driver license within 30 days

Florida treats you as a resident once you start a job here, enroll your children in public school, register to vote, or file for homestead exemption. Living here for more than six consecutive months also counts. From then, you have 30 days to get a Florida driver license. Apply in person at a local office that offers driver license service, and take a vision test. The initial Class E license fee is $48.00. Most Tax Collector offices add a $6.25 service fee.

Title and register your vehicle within 10 days

You have 10 days from establishing residency to title and register a vehicle. That is shorter than the license deadline. A vehicle not already titled in Florida also needs its VIN verified on form HSMV 82042. A Florida notary, a licensed Florida dealer, a law enforcement officer, or a tax collector compliance examiner can sign it. They must first inspect the number under the windshield and in the door jamb.

Buy Florida insurance before you try to register

You cannot register until you show Florida coverage from a carrier licensed in Florida. The minimums are $10,000 of Personal Injury Protection and $10,000 of Property Damage Liability. Coverage must stay in force for the whole registration period, even if the car sits unused. If you keep your current insurer, ask the agent to convert the policy to a Florida one.

Check whether you owe use tax on the car

Florida charges its 6 percent use tax, plus any county discretionary sales surtax, on a vehicle brought in within six months of purchase. If you already paid 6 percent or more elsewhere in the US, nothing more is due. If you paid less, you owe the difference. A vehicle used in another US state or territory for six months or longer before it arrives is presumed not bought for use in Florida. You need documents showing that six-month period to claim this.

File for homestead exemption by March 1

If you buy a home and make it your permanent residence, the homestead exemption takes up to $50,000 off the assessed value. It also caps how fast the assessment can rise. You must own the home and live in it as your permanent residence on January 1. File form DR-501 with your county property appraiser by March 1 of that tax year. Many county appraisers accept the application online. Have these ready: your Florida license number, Florida plate number, Florida voter registration number, a declaration of domicile, and proof that you gave up your previous license.

Register to vote at least 29 days before an election

Florida closes voter registration 29 days before an election. The same 29-day cutoff applies to changing party affiliation before a primary. Florida runs closed primaries, so a party change filed after the deadline does not count for that primary.
