What This Move Means for You

Lower income tax

Indiana's top income tax rate (~2.95%) is lower than South Carolina's (~5.21%), leaving a little more in each paycheck.

Colder winters ahead

Indiana averages 12°F cooler than South Carolina. Pack cold-weather clothing and expect higher heating bills through the winter.

Before You Leave South Carolina

File a part-year return, or choose to file as a resident

In the year you move, you can file as a nonresident or as a full-year resident. As a nonresident, file the SC1040 with Schedule NR. You pay tax only on income earned while a resident and South Carolina-source income. Enter your dates of residency at the top of Schedule NR. Choose the method that costs you less.

Update your insurer first, then return your plate

Update your insurance company first. Return your South Carolina plate after you register the car in your new state. Mail it with Form 452 to SCDMV Plate Turn-In, PO Box 1498, Blythewood, SC 29016-0024. You can also take it to any SCDMV branch, or decommission it online.

Do not cancel the insurance while the plate is active

Insurers tell SCDMV when you cancel a policy. If the plate is still active, SCDMV can suspend your license, plate, and registration. You may pay up to $400 to reinstate them. Turn in the plate before you cancel the insurance.

Tell the county assessor if you keep a home here

The 4% assessment ratio is only for your legal residence. If the home stops being your legal residence, notify the county assessor within six months. If you do not, the penalty equals the tax paid plus interest.

Expect withholding if you sell South Carolina property later

A buyer must withhold state income tax when a nonresident sells South Carolina real property. With an affidavit stating the gain, the buyer withholds on the gain. Without one, the buyer withholds on the full amount realized. Gain excluded under the federal home sale exclusion is not subject to withholding.

After You Arrive in Indiana

Get a license within 60 days, at a branch

You have 60 days after the move to exchange a valid out-of-state license for an Indiana one. You must do it in person at a BMV branch. New residents must get a Real ID, which has a strict document list. Bring one proof of identity, one proof of lawful status, one document showing your full Social Security number, and two proofs of Indiana residency. A utility, credit card, doctor, or hospital bill counts only if it was issued in the last 60 days. If you cannot produce two, you can ask to sign an Indiana Residency Affidavit instead. You surrender every valid credential from your old state and pass a vision screening. You leave with a temporary license, good for 30 days, while your documents are verified. If your out-of-state license has expired, you take a knowledge exam. If it expired more than five years ago, you also take a skills test.

Title and register the vehicle within 60 days or pay a penalty

The same 60 days applies to the car. Missing it brings an administrative penalty, not just a late fee. Bring the most recently issued title, proof of your Social Security number, and two proofs of address dated within the last 60 days. The VIN must be inspected. Drive the vehicle to the branch, or have a police officer complete a Physical Inspection of a Vehicle or Watercraft (State Form 39530). If your old state issues electronic titles, request a printed copy from that state first. Give the clerk the date you actually moved, because tax is prorated from it. If a lienholder holds your title, the branch requests it for you. You can buy a 30-day permit to stay legal while you wait.

Emissions testing applies in two counties only

Only vehicles registered in Lake and Porter counties need an emissions test, and only every two years. It covers vehicles built after 1975 with a gross vehicle weight rating of 9,000 pounds or less. The manufacturer usually prints that rating on the driver-side door jamb. Testing follows the model year: odd-year cars test in odd years, even-year cars in even years. The four most recent model years are exempt, as are antique vehicles under 326 IAC 13-1.1-1. Bring your registration or renewal notice to the station. Keep the test number, because online renewal asks for it. The rest of the state has no periodic safety or emissions inspection.

Liability minimums are 25/50/25

You need at least $25,000 of coverage for bodily injury to or death of one person. You need $50,000 where two or more people are hurt or killed in one accident, and $25,000 for property damage in one accident. You must show proof of insurance to buy the plate, so get the policy before you register. After an accident or certain violations, the BMV mails you a request for verification. Your insurer must then file a Certificate of Compliance electronically within 90 days of that mailing. If it does not, your driving privileges are suspended. Showing your card to an officer at the roadside does not reach the BMV.

The homestead deduction is being phased out, so file early

If you buy a home, file for the homestead standard deduction with the auditor in the county where the property is. The deadline is on or before January 15 of the year the taxes are first due and payable. Approved deductions appear on the following year's bill. You do not reapply each year unless the property is sold or the title changes. File promptly, because IC 6-1.1-12-37 shrinks the deduction on a fixed schedule. For assessment dates after December 31, 2024, it is $48,000 in 2025, $40,000 in 2026, $30,000 in 2027, $20,000 in 2028, and $10,000 in 2029. From the 2030 assessment date onward, it is $0. The supplemental homestead deduction under IC 6-1.1-12-37.5 moves the other way. It rises from 40 percent of post-deduction assessed value for taxes due in 2026, to 46 percent in 2027 and 52 percent in 2028. It is capped at 75 percent of gross assessed value.

Register to vote, and watch the precinct clock

Once you hold an Indiana driver's license or state ID card, you can register online at indianavoters.in.gov. The same site updates the address on an existing registration. By mail or in person, file state form VRG-7 with your county voter registration office. Counties accept only the current version of that form, though the federal form stays valid. Separately from the registration deadline, you must have lived in your precinct for at least 30 days before the election. For 2026, the registration deadline was April 6 for the primary and is October 5 for the general election.
