What This Move Means for You

Modest cost-of-living shift

Overall costs in North Carolina are about 7% higher than in Texas — enough to notice on housing, but not a dramatic change.

New state income tax to plan for

Texas has no state income tax, but North Carolina's top rate is about 3.99%. Factor the change into your take-home pay and monthly budget.

Lower property taxes

North Carolina's effective property tax rate (0.66%) is lower than Texas's (1.4%) — a plus if you're buying a home.

Wetter climate

North Carolina gets about 20" more precipitation a year than Texas. Waterproof gear and covered parking are worth having on arrival.

Before You Leave Texas

There is no final state income tax return

Texas does not tax individual income, so leaving creates no part-year return and no final filing. This cannot quietly change in a future legislative session. In 2019, voters added Article VIII, Section 24-a to the state constitution. It bars the legislature from taxing the net incomes of individuals, including an individual's share of partnership and unincorporated association income.

Tell the chief appraiser your homestead exemption has ended

The exemption stays on the roll until someone removes it, and reporting is your duty. Form 50-114 says the owner must notify the chief appraiser in writing. The deadline is May 1 of the year after the right to the exemption ends. Send the notice to the appraisal district in the county where the property is.

File a Vehicle Transfer Notification if you sell the car instead of taking it

A vehicle must be titled in the buyer's name within 30 days of the sale. Until then, the record still shows you as the owner. File the transfer notification within 30 days. You then cannot be held responsible for the buyer's parking tickets or toll violations. This matters most when you trade the car to a dealer. A dealer does not have to title it in the dealership name, so the vehicle can stay in your name for months.

Register in your new state instead of renewing in Texas

Once you live in another state, that state expects the vehicle registered there. Renewing the Texas registration does not satisfy its rules. Texas no longer requires a safety inspection to renew a non-commercial vehicle. In the 17 emissions counties, a passing emissions inspection is still required before renewal, which is hard to arrange from another state.

Settle the property tax bill on the timeline, not on the closing date

Taxing units start mailing bills in October, and payment is due on receipt. In most cases the deadline is January 31. Anything unpaid on February 1 is delinquent, with penalty and interest. A unit must give you at least 21 days to pay after mailing the original bill. So a bill mailed after January 10 has a later delinquency date. If you still own property here after the move, update the mailing address so the bill reaches you.

After You Arrive in North Carolina

Get the license first, within 60 days

If you plan to drive, you need a North Carolina driver license within 60 days of establishing a permanent residence here. Get the license before you deal with the car. The DMV will not title and register a vehicle until you hold a license or ID. Apply in person at a driver license office. Bring your out-of-state license or other proof of identity and date of birth, and proof of your Social Security number. Also bring one document showing your physical address here, and proof of liability insurance from a company licensed in North Carolina. For a REAL ID, bring two proofs of residency instead of one. Written and road tests may be waived if your out-of-state license is valid. Once the new license is issued, the old one is no longer valid.

Register the car, possibly sooner than you think

The DMV gives 60 days for the license, title, and registration together. The same page sets a tighter trigger for the car. You must register it when you accept a job here or when the reciprocity period with your previous state ends, whichever comes first. That period is usually 30 days. Registration happens at a license plate agency, not a driver license office. Bring the title, or the registration card if a lender holds the title, and Form MVR-1. Bring the MVR-180 odometer disclosure if the vehicle is less than 10 years old. Also bring your North Carolina license, or your out-of-state license with the North Carolina Temporary Driving Certificate. You need North Carolina insurance information, because out-of-state policies are not accepted.

Expect a highway-use tax and a county vehicle tax

North Carolina charges a highway-use tax instead of sales tax when a vehicle is titled here. The rate is 3 percent of the vehicle's value. For a car you already own, the tax is capped at $250. The cap applies if the car has been titled in your name in another state for at least 90 days before you apply. Counties also tax vehicles as property, and the DMV collects that tax with the registration fee. On your first registration after moving, you can defer the property tax with a limited registration plate. The plate expires 60 days from issue. The tax must be paid by then, with no grace period.

No inspection to register, but one before the first renewal

A vehicle from another state can be registered here without an inspection. From the first renewal onward, it needs an annual safety inspection. The inspection must be done no more than 90 days before the registration expires. A registration due for inspection cannot be renewed until the inspection is on record. In 19 counties, including Mecklenburg, Wake, Durham, Guilford, and Forsyth, vehicles also get an on-board diagnostic emissions test in the same visit. Some light-duty vehicles less than 3 years old or with fewer than 70,000 miles skip the emissions part. So do vehicles 20 years old or older, and diesels. Vehicles over 8,500 pounds gross vehicle weight rating get the safety inspection only.

Your policy needs the new, higher minimums

Every vehicle with a North Carolina registration must carry continuous liability insurance from a company licensed in the state. For policies issued or renewed after July 1, 2025, the minimums are $50,000 for bodily injury to one person, $100,000 for bodily injury to two or more people, and $50,000 for property damage. Every policy must also include uninsured and underinsured motorist coverage, including policies above the minimums. Insurers report cancellations and lapses to the DMV, which then mails the registered owner a notice. From October 1, 2026, you have 30 days from the date on that notice to respond, up from 10.

Register to vote 25 days out, or during early voting

The regular registration deadline is 25 days before Election Day, by mail or through the DMV. If you miss it, you can still register and vote the same day at an early voting site in your county. Bring proof of where you live, such as a current utility bill, bank statement, paycheck, or government document with your name and address. Either way, you must have lived in the county for at least 30 days before Election Day. Voters are asked to show photo ID. A license from another state counts only if you registered here within 90 days of the election.
