What This Move Means for You

Lower property taxes

Michigan's effective property tax rate (1.19%) is lower than Illinois's (1.88%) — a plus if you're buying a home.

Before You Leave Illinois

File a part-year IL-1040 with Schedule NR

For the year you move, file Form IL-1040 with Schedule NR. Illinois taxes all income you received while you lived here. After you move, it taxes only income from Illinois sources. On Schedule NR, enter the dates you lived in Illinois and in your new state. If your new state also taxed income you earned as an Illinois resident, you may get a credit on Schedule CR.

Rent from a house you kept stays taxable

After you move, keep reporting net income from real estate located in Illinois on Schedule NR. If you sell Illinois real estate, report that gain too. Illinois does not tax a nonresident on nonbusiness gains from intangibles, such as stock.

In Cook County, remove a homestead exemption you no longer qualify for

You can get a homestead exemption only on your main residence. If the house is no longer your main residence, apply to the Cook County Assessor to remove the exemption. The Assessor audits exemptions. If you kept one you were not entitled to, it bills the tax, interest, and penalties. It can also put a lien on the property.

Report the sale if you sell the car before you move

If you sell your vehicle, tell the Secretary of State. Do it at a DMV, or mail the Seller's Report of Sale form. Until the record changes, emissions test notices keep coming to you.

Illinois does not issue clearance letters

Your new state may ask for proof that your Illinois license is valid. Illinois stopped issuing clearance letters in 1997. Other states check your record through the Problem Driver Pointer System. If your new state still wants written proof, order a copy of your Illinois driving record.

Destroy your FOID card if it is revoked after the move

A FOID card can be revoked when the holder no longer lives in Illinois. If yours is revoked for that reason, destroy the card. Follow the firearm laws of your new state.

After You Arrive in Michigan

Get a Michigan license as soon as you are a resident

Michigan law gives no grace period. Schedule a Secretary of State office visit, and pre-apply online to save time. Bring your out-of-state license and the required documents. You take a vision test and have your photo taken. You do not take a written test.

Bring legal presence, Social Security, identity, and two residency documents

Bring one proof each of legal presence, Social Security number, and identity. Legal presence and identity documents must be originals. Bring two documents that show your name and Michigan address, dated within the last 90 days. Electronic copies of residency documents are accepted. P.O. boxes do not count.

Title and register your car right away

Schedule a Secretary of State office visit. Bring the original out-of-state title, proof of Michigan No-Fault insurance, and your license, ID, or passport. Bring the previous registration if you can. Out-of-state insurance is not accepted. All owners on the title must come, or appoint an agent. In most cases you leave with the plate and tab.

If a lender holds the title, ask for a registration-only plate

Bring your out-of-state registration, current or expired less than 90 days, or a proof of title such as a memo title. Bring Michigan No-Fault insurance. Michigan issues a Foreign Ownership - Registration Only registration. The out-of-state title stays the ownership document.

Choose your No-Fault bodily injury limits

The default bodily injury limits are $250,000 per person and $500,000 per accident. You can choose lower limits. The lowest you can buy is $50,000 per person and $100,000 per accident. Your insurer must give you a form that explains the options.

Register to vote at least 15 days before an election

You can register online, by mail, or in person until 15 days before an election. Within 14 days of an election, register in person at your local clerk with proof of residency. To vote in an election, you must live in your city or township for at least 30 days by Election Day.
